Currituck County, NC
NC Highway 12 in the community of Corolla, NC had no facilities to accommodate a large pedestrian tourist population that mingles through the historic village during the extended warm coastal months. Rivers was engaged to design, assist with permitting and construction administration for the installation of approximately 1.5 miles of 10’ wide concrete trail and boardwalks within NC 12 right-of-way, as well as a passive low impact pocket park and pedestrian trailheads. Stormwater management was a large component of the design within this coastal community. The initial project budget included significant costs associated with construction development that would achieve credits for low impact development. Permitting requirements for low or high density development did not directly apply to a linear project of this nature. During detailed design, Rivers applied innovative stormwater treatments to the greatest extent practicable within the narrow project corridor and negotiated with regulatory personnel to achieve a low density development status resulting in significant project savings and allowing implementation of Phase II with remaining Phase I funds.
