Moye Boulevard is a city-owned five-lane minor thoroughfare that traverses the Vidant Medical Center campus connecting major arterials of W. Fifth Street to the north with Stantonsburg Road on the south side. To accommodate the proposed East Carolina Heart Institute (ECHI) and Central Utility Plant (CUP), Vidant Medical Center designers desired to relocate Moye Boulevard eastward in a gradual curve around the proposed new ECHI and CUP structures and adjoining parking facilities. Rivers provided a variety of surveying, engineering and landscape architecture services associated with schematic design, design development, street closing petition, new street right-of-way dedication, roadway design and construction administration. Rivers was also tasked with designing a new main vehicular entrance to the Vidant Medical Center campus from the relocated Moye Boulevard as well as developing a comprehensive planting and irrigation plan to unify the Moye Boulevard relocation improvements with the ECHI site, CUP site and associated parking lot projects. The new relocated roadway also required pedestrian improvements, associated utility coordination, drainage improvements, signalization improvements, traffic control plan for detouring traffic during construction, and reallocation of parking requirements.
