Rivers prepared construction documents for the first phase of streetscape improvements as defined in the Pembroke Master Plan. Improvements include Third Street from Vance Street to Jones Street. The work includes a complex intersection with a very active rail crossing (52 trains per day) and two close-by parallel roads (Union Chapel Road and Main Street) that cause major congestion problems during peak traffic hours.
Working with Town leaders, CSX and NCDOT road and rail divisions and the design team agreed on a plan to alleviate congestion and increase pedestrian and vehicular safety. Duke and other utilities have prepared a cost estimate to relocate overhead lines on Third Street one block south as a less expensive alternative to burying them. The design includes expanded brick paving, new pedestrian lights, and improved pedestrian and vehicular safety measures.
