The Stormwater Management Division of the North Carolina Chapter of the American Public Works Association recently awarded the Town of Williamston’s Skewarkee Gut Canal Phase IV-A project as the inaugural Stormwater Management Project of the Year in the Infrastructure category. Rivers & Associates served as the project civil engineer for planning, design and construction administration.
Completed in 2018, the project required installation of 96 LF of 84-inch Class V reinforced concrete pipe culvert thirty feet deep under a section of active railroad track adjacent to the railroad overpass crossing of Main Street. A window of 84 hours was permitted by the railroad for 60 feet of track panel removal, excavation of the overpass approach fill embankment, culvert installation, bankfill and re-installation of the track panel. The track panel was replaced three hours ahead of schedule, not impacting train schedules.
In announcing the award, APWA-NC noted the unique character of the time constraint requirements and the exceptional quality control efforts.
